Overview:
Kingsbridge Heights Community Center (KHCC) is a 51 year old multi-service not-for-profit settlement house located in the Bronx. Our mission is to embrace and empower community -from cradle through career - to develop passions and potential and build durable pathways towards purpose, prosperity and well-being. KHCC serves over 6,500 families annually through early childhood education, afterschool, youth development, leadership and college success programs, adult and family enrichment services, blingual licensed mental health treatment, rape crisis services and trauma informed care for survivors of violence, food justice programs including a food pantry and community garden, and a centralized screening and case management hub that marshals resources to staiblize and support families.
Job Summary:
Reporting to the CEO, and collaborating closely and consistently with all senior leaders across the organization, the Human Resources Director will ensure that all human resources (HR) operations operate smoothly and effectively including recruitment, hiring, onboarding, retention, performance evaluation, ongoing employee & union relations, staff development initiatives and mandatory trainings, ongoing compliance & alignment with all statutory and regulatory requirements, benefits administration and management and all other financial and audit related protocols and practices. The HR director must also continuously engage in collaborative planning, problems solving along with other agency and programmatic leaders to ensure KHCC’s strategic plan objectives are aligned and achieved across divisions.
Essential Responsibilities Overview
Supervisory Responsibilities:
Supervise and act as coach and mentor for employees in the HR department;
Provide constructive and timely performance evaluations for HR Staff;
Delegate responsibilities among HR staff and cross train staff to cover each other to ensure continuity of operations;
Day-to Day Operations and Management
Communicate and collaborate effectively with program leaders and colleagues to ensure that HR protocols are moving smoothly; set up monty check in meetings with program leaders to trouble shoot and problem solve;
Endeavor to ensure a 24 hour rapid response time to staff inquiries, requests and concerns;
Meet routinely with program leaders to ensure collaboration and joint problem-solving;
Ensure at least one HR staff member is present on site every day; Designate a 2 hour time period every week as HR drop in- hours for on site staff; Ensure all staff are aware of HR office hours and availability;
Ensure the payroll is run each pay period and that staff are completing both time sheets and PAF’s as required;
Participate in weekly fiscal meetings and collaborate daily with Fiscal to ensure smooth operations and the payment of HR invoices;
Support and guide program staff around staf leave requests and management, progressive discipline and termination of employees in accordance with company policy & the collective bargaining agreement.
Oversee all aspects of benefits administration and processing;
Support and assist with all audits, site visits, and compliance checks by funders reuqiring HR participation and data;
Recruitment, Onboarding and Retention
Utilize all possible resources to post for KGCC positions, solicit applications and forward resumes to program staff;
Work closely and consistently with program teams to implement all steps required for onboarding of new staff, interns and fellows;
Consistently update all shared spreadsheets for onboarding of new staff, proactive share concerns or impediments to swift onboarding and communicate effectively with program staff where appropriate to divvy up tasks and outreach, especially with youth.
Ensure that exit interviews are conducted for departing staff and upstate leadership around trends, challenges and/or concerns;
HIghlight and report on trends in recruitment and retention annually for the CEO and Board of Directors;
Employee & Union Relations:
Resolve workplace conflicts when issues arise among employees or between employees and managers to promote a healthy work environment;
Provide advice and guidance to management as needed during labor relations contract negotiations, including drafting proposals and facilitating meetings with union representatives;
Oversee collective bargaining procedures, including mitigating grievances (managing when they do arise), leading Parent Policy presentations and ensuring full agency compliance;
Communicate effectively with managers, executives and union representatives daily to create positive working environment, address worker grievances and verify compliance with contractual protocols;
Assist program during contract and funding audits, inspections and engagement. Troubleshoot and resolve issues quickly and permanently;
Act as trusted advisor to directors, managers and supervisors to ensure that all staff are embodying the mission and values of KHCC;
Compliance:
Oversee all compliance efforts in the HR Department which includes but is not limited to Annual reporting (EEO-1, OSHA, Benefits, COBRA, etc.), internal HR audits, federal audits and fiscal audits.
Oversee all activities relating to the administration and maintenance of payroll and employee benefits programs.
Maintain and expand knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management. Identify trends that could affect organizational objectives and/or operational resources. Interpret appropriate laws and policies and advise management, employees and retirees accordingly. Ensure staff, supervisors and agencies comply with protections for employees including Paid Family Leave, FMLA and others.
Oversee the daily administration of other HR services as directed or assigned, including recruitment and selection, promotions, transfers, contract negotiation and administration, affirmative action/EEO compliance, job classification, performance evaluation, and employee relations in accordance with quality management principles and overall objectives of the organization.
Work in conjunction with the CEO to review and update the Employee Handbook annually and present it to the Board of Directors for approval; Ensure that all updates, revisions and addendums are processed in a timely manner.
Report out on a monthly basis all employees that are on a leave of absence to CEO/Fiscal to ensure that all reimbursements are tracked and received in a timely manner.
Staff Professional Development:
Design and implement professional development programs throughout the agency in conjunction with other Human Resources and Program staff to ensure program staff understand and integrate HR policies and practices;
Provide ongoing support and problem solving to assist staff in understanding HR policies and to support staff and supervisors as they learn and integrate new techniques;
Periodically conduct workshops or brief training to update staff on policy and law changes related to HR and to advance best practices in effective supervisory strategies including coaching, performance management, documentation, discipline, workplace safety, as well as leave planning and management.
Oversee compliance with performance reviews and certifications, licensing and other credentials;
Utilize the LMS to assign training and professional development to staff both for onboarding, as well as for ongoing training for supervision, performance management and progressive discipline techniques;
Qualifications:
Bachelor's degree in Human Resources or a related field;
5-7 years of professional experience in human resources;
Results-driven, action-oriented working style with attention to detail;
Proven ability to prioritize tasks and manage time in a fast-paced, deadline-driven environment;
Ability to work effectively with a variety of people in a supervisory role;

Experience with standard software tools (Google, MS Office, Excel, Powerpoint, etc.)
Experience with PayCom (HRIS) preferred;
Alignment with KHCC’s mission and values.
Bilingual in Spanish and English strongly preferred;
Physical Demands:
While performing the duties of this job, the employee is regularly required to stand; walk; sit; handle, or feel; talk, hear, smell or taste. On rare occasions it may be necessary to move quickly, run, etc. The employee frequently is required to use hands to finger, handle, or feel; reach with hands and arms. The employee is occasionally required to sit; stoop, kneel, crouch, or crawl. The employee will regularly lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus.
Schedule: 35 hours /week, M-F,
Hybrid working schedule (minimum of 3 days onsite)
